Requires the transportation department (NDOT) to study how new developments affect roads and other transportation within a two-mile radius when a site plan or rezoning is on a road or intersection rated 'D', 'E', or 'F' and would add 5 percent or more daily trips, or when three or more nearby site plans were approved in the past five years. The study is shared with the Planning Commission and the district council member, and its recommended fixes go into later capital budgets.
