Approves a development agreement, a ground lease and a campus operations agreement with the Tennessee Performing Arts Center Management Corporation (TPAC) for a performing arts facility on part of the East Bank stadium campus. TPAC pays all costs, including overruns, and must line up $500 million in state funding and $100 million in donor contributions, plus debt financing, before construction starts.
