Approves a second change to the contract with Waste Management, Inc. of Tennessee for trash collection and cart collection. It adds a new scope of work, new pricing and collection schedules, removes the project name or RFQ requirement from proof of insurance, and adds language on boycotting Israel. As amended, it leaves out the longer term, the $60.5 million increase and the yearly price adjustments that were first proposed.
