Requires the transportation department (NDOT) to put up "No Turns On Red" signs at qualifying signalized intersections in the Urban Services District, and to change signs at 59 listed intersections within three months. NDOT may allow right turns on red after a safety study, and must evaluate other intersections within nine months and report to the Council within one year of implementation.
