Changes the encroachment rules so that things built in, on, or under a street, alley, sidewalk, or other public way need a permit from the Department of Transportation (NDOT) and then a Council resolution. Things that go over or across public ways, like aerial cables, canopies, and signs, would need only an NDOT permit.
