Allows Stephens Valley Master Association to build and maintain underground streetlights and irrigation in the public right-of-way near the roundabout of Pasquo Road, Union Bridge Road and Sneed Road at 437 Union Bridge Road. The association must carry liability insurance of $1 million per occurrence and $2 million total, and pay all costs.
